Not sure of the top word, but I think the 3 underneath are "worldwide philatelic exhibition."
That's an interesting one. It's actually a Russian stamp dedicated to a Bulgarian philately exposition called "Philaserdika" (Philately + Serdika - the ancient name of Sofia, the capital of Bulgaria). Nice find, thanks for sharing!Martin
